In post-conflict situations such as Peru, EPAF advocates for a humanitarian approach to the search for the missing and disappeared that allows access to truth, justice, and guarantees of non-repetition for the families of the victims. This model of intervention prioritizes families’ right to know about the fate of their disappeared loved ones without exclusively having to depend upon judicial processes that may or may not provide them with answers.
An important vehicle for this demand has been EPAF’s campaign Desaparecidos… ¿Hasta cuándo?, started in 2010. The principal objective of the campaign has been to visibilize the consequences of two decades of internal armed conflict in Peru; helping civil society, political authorities and the international community to understand the social situation of more than 15,000 disappeared in the country as a result of the political violence.
